[SoC] Week 6: Web API plugin for QGIS Desktop

1. What did you get done this week?

As announced last week I went off to the Highlands to taste Scotch, so no
commits from me this week. In the meantime my mentor Barry did some useful
refactoring and fixing of imports:

2. What do you plan on doing next week?

- make plugin more robust by implementing a QTimer-based connection timeout

- add a tutorial vignette to the R package, then sending a link to
that+other documentation to the QGIS-dev list

- start working out more elaborate use cases and put them in the dedicated
qgis-notebooks repository


3. Are you blocked on anything?
