[SoC] Week 9: Web API plugin for QGIS Desktop

1. What did you get done this week?

Activities split by deliverable/repository:

1.a QGIS plugin (https://gitlab.com/qgisapi/networkapi/commits/master)
- implemented request authentication
- implemented automatic parsing of JSON POST request bodies
- added support for retrieving information and calling processing plugins
- implemented on/off status of the plugin being saved per QGIS project
- some smaller bug fixes related to connection and error handling

1.b R package (https://gitlab.com/qgisapi/rqgisapi/commits/master)
- added support for retrieving/setting XML styles


2. What do you plan on doing next week?
- add low-level styling functions to plugin and R package
- start delineating exact scope/nature of all end-of-project deliverables
- continue working on use cases

3. Are you blocked on anything?

Video chat catch-up with mentors was cancelled this week, so waiting
to hear back from them about more case study ideas (even complex cases
ready to go now thanks to added processing support!) as well as how
best to provide access to low-level/incremental styling functions.
