[SoC] [GRASS-dev] GSoC 2017 Weekly Report 3 - SOS tools in GRASS GIS

Hi everyone!

Here is the third report of my GSoC project - SOS tools in GRASS GIS. You
can see my project at wiki at [1]

What did you get done this week?

This week was dedicated to the module v.in.sos:
* Makefile and first html
* UI
* Prints informations about sensor offerings
* Imports the observation into GRASS GIS
* This version is returning just the last observation, next step is to
return all of them

I have also started some conversations with guys behind istSOS and OWSLib
about some extensions or problems, we will see the result.

What do you plan on doing next week?

* Continue in writing v.in.sos module (return all observations and return
observations depending on time of observation start)

* I think it will need also some improvements of xml2geojson converter

Are you blocked on anything?

* Nope
