[SoC] Week 4 - istSOS Data analysis and statistical tools suite

Hello everyone,

This is Rahul.
This is the report for the fourth week:

*What did you get done this week?*

Implemented regularization functionality in istsos api.
I have also updated the project wiki

page.

*What do you plan on doing next week?*

Testing on these implemented methods.
Documentation.
Implementing remain oat methods.

*Are you blocked on anything?*

Currently, everything is going according to plan.
