[SoC] Motion: use GSoC student mobility grant at FOSDEM geospatial devroom

Hi all

Making a bit more flexible
- Extra support for non NA/Europe countries students with less PPP
  Just comparing flight costs:
  madrid-Brussels 134 Euros
  Hyderabad-Brussels 1152 Euros  <-- the small addition from their own
pocket would not be that small

​There is no mention on what would happen with money not used by this
proposal.
(imagine only one student participating on FOSSDEM)
