[SoC] osgeo website survey

When the website is migrated to OSGeo infrastructure the admins of GSOC for
that year will be responsible for that page.

My own personal thoughts:
- I want to sure that the leads of each committee, project or initiative
have the ability to edit (and the final say) on the page that represents
their activities.
- The vision is website for outreach, since GSOC is *all* about outreach I
hope you can make good use of it.
- We may end up with a website committee again (which would be great), or
just end up with committee / project / initiative members editing (which
would also be great)
