[SoC] GSoc'18 Week 09 Report - Implement MST and Mincut

Hello All,

This is my report for week 9 (June 9 - July 15).

*What did you get done this week?*  Use connenctedComponent function for
pgr_stoerWagner query because it only works on connected graph and create
documentation, tests, pgTAP for pgr_stoerWagner.

*What do you plan on doing next week?*

  * I'll study about random_spanning_tree( ) and implement basic code.

*Are you blocked on anything?*
No, at the moment I’m not blocked.
