[SoC] Week 10 Report : Making pgRoutingLayer plugin compatible with QGIS 3.0

Hi All,

Please find below the Weekly status updates of my project titled " Making
pgRoutingLayer plugin compatible with QGIS 3.0 and adding GUI support for
proposed functions" for week-10.

What did you get done this week:

1. Tried to fix a Random error about QgsTextAnnotation but still it is
there.
2. Studied signature and coded a basic implementation of 'WithPoints'
function.

What do you plan on doing next week?
1. Complete withPoints function.
2. Remove the above  stated error.
