[SoC] [GSoC18]Week 11 Report- istSOS-Support of Unit Of Measure conversion in istSOS3

Hi everyone,
            This is Rahul Chauhan.
The aim of my project primarily is to add conversion of the unit of measure
in istSOS3.
A user can convert unit to another specified unit.

*What did you get done this week?*

   - Implemented Addition, Subtraction, multiplication and division of unit
   and magnitude with unit conversion in istsos3. [1]
   - Implemented Download file after unit conversion in istsos3.[2]
   - Added Lookup table.[3]
   - Testing unit conversion for specimen and profie observation using
   postgresql-unit and pint in istsos3.[4]

*What do you plan on doing next week?*

   - Implementing postgresql-unit and pint for Trajectory Observation in
   istsos3 api. [4]
   - Implementing all above operation using pint.

*Are you blocked on anything?*

   - Currently, everything is going according to plan.
