[SoC] GSoc'18 Week 04 Report - Implement MST and Mincut

Hello All,

This is my report for week 4 (June 4 - June 10).

*What did you get done this week?*  I added pgTAP for pgr_prim and refining
signature, column names and output results.

*What do you plan on doing next week?*

  * I'll add the functionality of multiple root_vertex and then start with
kruskal algorithm.

*Are you blocked on anything?*
No, at the moment I’m not blocked.
