[SoC] GSoC 2021 - Week-9 Report: Implement Edge Coloring Algorithm for pgRouting by the Boost Graph Library

This is the report for the Second Coding Period: Week 9 (August 2nd -
August 8th).

*What did I get done this week?*
    - Refined all the files I have worked on during the GSoC period.
    - Combined all the commits according to proper files and folders wise.
    - Made a pull request with all these changes [1].

*What do I plan on doing next week?*
