[SoC] GSoC 2021 - VRP functionality with VROOM on the database for pgRouting (Week 7 Report)

Hello everyone,

This is my seventh weekly report of the Official Coding Period.

*Week 7 Report (July 19th - July 25th)*

   - What did I get done this week?
      - Added the pgTAP tests - types check, no crash test, inner query
      test.
      - Added vroomdata for pgtap tests, fixed spi_getText for NULL values.

   - What do I plan on doing next week?
      - Add the remaining pgTAP tests to the function.
      - Details of possible sub-tasks can be found in [1]


   - Am I blocked on anything?
      - No blocking issues.
