[SoC] GSoC 2021 - VRP functionality with VROOM on the database for pgRouting (Week 1 Report)

Hello everyone,

This is my first weekly report of the Official Coding Period.

Any feedback, comments, and suggestions are welcome.

*Week 1 Report (June 7th - June 13th)*

   - What did I get done this week?
      - Started coding the vrp_vroom function.
      - Added vrp_vroom SQL, C, and C++ files, and a basic skeleton for
      pgTAP tests.
      - Updated typedefs, configuration file, and added vroom types
      - Details can be found in [1]
      - The merged pull request can be found in [2]

   - What do I plan on doing next week?
      - Add functions to get the postgres datatypes and convert them to
      vroom C types.
      - Pass the data after conversion to the vroom driver function.
      - Add GitHub actions scripts and update CMakeLists to build and
      compile vrprouting with vroom.
      - Details of possible sub-tasks can be found in [1]

   - Am I blocked on anything?
      - No blocking issues.
