[SoC] GSoC 2022 : Week 7 Report - Implementing Cuthill-Mckee Ordering

Hello Everyone,
This is my week 7 report of the official coding period July 25th - July
31st.

*What have I done this week?*

   - Initial tries for making include file compatible to boost function.
   - Tried to solve errors but didn't reach the desired result.

*What do I plan to do next week?*

   - To solve all errors of include and driver file.
   - Do some pgTap tests.
   - Output the result in the database.

*Am I blocked on anything?*

   - I was stuck on how to make changes according to the boost function
   keeping in mind the coding practice and previous code used in pgRouting. I
   will continue to learn concepts and try to solve all errors in week 8.

Any feedback, comments and suggestions are welcome.
