[SoC] Chat channel

Well,
what about having something like
OSGeo General chat that is on liberachat, and can be seen by the gitter app
and by telegram?
Would something like that do?
Maybe with the name OSGeo-GSoC
if so, please open a ticket on https://trac.osgeo.org/osgeo so that it can
be setup
