[SoC] Heads up - we will be using discourse for future conversations

Hello All,

We decided it would be better to use discourse for future conversations.
Hence, it would be better for everyone still interested in being on this
mailing list to log in or register on their own to discourse.osgeo.org.

For accepted students and their mentors [A]:

For general participation and questions [B]:

* If you have an OSGeo account already, it is preferable to use with LDAP.
* You can also log in with your Github account if you have one as detailed
in the welcome message. [1]

If you want an LDAP account, go to https://id.osgeo.org/ldap/create and
follow the instructions:
* For first point, use the email registered on the mailing list.
* For second point, select other: "Mantra Code for migration of soc mail
list" with body: link to an email on the soc mailing list archives [2] that
matches first point.

*This mailing list will be deactivated when the OSGeo-GSoC coding period
starts: May 27, 2024*.
Old conversations of this mailing list will still be available on the SoC
Archives [2].
