The screenshot was helpful. It seems that it is from 6.4 or some old
pre-release of version 7. At that time, svn (Subversion) was required. Now
installing extensions from addons on MS Windows works without any developer
tools such as svn, compiler or make. (On Linux and Mac the tools are needed
but at these systems that's actually an advantage because you can get
latest version any time and installing the tools isn't an issue, especially
on Linux.)
