[sr.org] proj4 #400 issue & spatialreference update

Dear spatialreference administrators,

Proj4 & gdal still to evolve, and many users keep using spatialreference.org
as a usefull tool to get projections reference.
As the
https://github.com/OSGeo/proj.4/pull/400#issuecomment-236455568
issue that implement a new "times projection" that only partially exists on
spatialreference as an sr-org projection.

I am also trying to get proj4php an osgeo project, and a few users reports
problems with projections that need an update on spatialreference.

Is there a way to maintain it as you were a few years ago ?
