thanks for your comments. Most of your point are absolutely true.
Just to make sure that all really see this and understand the
implications, I snipped most of this thread except for this bit:

The question is not whether a standard needs to be legally mandated to
be used but that only legally mandated standard will be used in INSPIRE
architectures. Unfortunately it is a fact that a European law must refer
to an ISO standard to make it legally binding.
INSPIRE is a European law and makes many people start to heave their
data around with a lot of effort. My point is that we should have *good*
standards in INSPIRE and not crappy or the wrong ones. I could not care
less where standards originated from as long as they are good but for
sure they should line up well with ISO. Why try to build a relationship
with ISO (which will take years, if at all possible) when a partner
organization (the OGC) already has a process in place to 'deal' with them?
