[OSGeo-Standards] symbology encoding transformation functions

Thanks for that Benjamin (and thanks Carl if your reading this).

I'm keen to get get a definitive statement on this if possible, and
also on whether that section of the spec that I quoted in my first
post should apply to all filter functions (a question which the
GeoTools developers have been mulling over recently).
