Fully agree, the way the process is setup allows for minor issues to be
amended, but won't allow to merge any significant feedback
that might require reconsidering some design point in the specification.

Class diagrams/xml schemas drafts, sample requests and sample intended
workflows as well as the split between core and optional behavior are
all good ways to show where a specification is going and get feedback.

About the complexity I don't have an answer in terms of automated tools,
but you have the human equivalent on this mailing list
with people that are used to implement OGC standards and tried first hand
how decisions made it easier/more difficult to
implement a spec
