[OSGeo-Standards] [Live-demo] FYI: New OGC Standards Activity: Candidate GeoPackage Standard

Frank's description is close. GeoPackage is currently a data package containing SQLite/Spatialite/Rasterlite databases for vectors, tiles and rasters. The tiling strategy didn't end up being MBTiles, although that idea is still on the table. It ended up being an image pyramid more along the lines of what you'd use for WMTS or TMS. We hope to get a public release of the latest document soon.

The GeoPackage container and related API will increase the cross-platform interoperability of geospatial applications and web services in the mobile world. Standard APIs for access and management of GeoPackage data will provide consistent query and update results across such applications and services.
