[OSGeo-Standards] Formation of new Coordinate Reference System Well Known Text Standards Working Group (SWG)

Carl / Folks,

For reference, I have signed up as an observer and hope to contribute
on behalf of GDAL/OGR's WKT processor.  I plan to attend the Redlands
TC.
