[OSGeo-Standards] call for participation on OSGeo/OGC MOU review

FYI at the OSGeo Board 2019 face-to-face meeting in Bucharest,
one of the topics covered was the OSGeo / OGC Memorandum of
Understanding [1]l.  OSGeo and OGC agreed that it would be a good
time to review and update the MOU as required to reflect current
requirements and opportunities.

There are already a few of us that will be helping out on this activity, but
given that help is always welcome, if you would like to participate please
let me know.
