[OSGeo-Standards] Joint OGC OSGeo ASF Code Sprint 2023 location and possible dates

Hi all: FYI OSGeo, OGC and ASF are planning the 3rd annual joint code
sprint, building
on previous successful efforts [1][2].  The sprint will be hybrid in nature
(i.e. online and in person).

The sprint location will be in Switzerland (exact location TBA).  The
following dates are being considered:

1. 28 - 30 March
2. 25 - 27 April

We are looking for OSGeo community feedback on any preferences.

If you have a preference, please let me know by 08 January 2023.
