[OSGeo-Standards] OGC MoU refresh

Hi standards committee and friends

I was made aware (by Alex Leith, in cc)  that the new MoU with OGC is hard
to find - people still hit the 2008 MoU first:

Does anyone have time to wiki-ify the new one, and make sure it is linked
from the old one?
