[OSGeo-Standards] DOIs for Datasets

Hello Joanna, all,
maybe useful: DOI allow to reference different versions of a data (or software) publication.
Depending on your use case this might be a desirable feature - or irrelevant:
If the initial publication of the dataset is followed by publications of new versions of the dataset, these trigger the minting of additional "version-DOI", which are tied to the initial data publication. All versions of the dataset together can be referenced by the "concept-DOI".
This allows to cite either the dataset as a whole, or a particular release, in scientific literature.
When a DOI-referenced dataset is cited in a scientific publication which itself has a DOI (Open Access or other), this can be
tracked via the CrossRef.
This apporach is being used by a growing number of OSGeo projects, which have minted DOI for their codebases. The software-repositories are GitHub-based, with automated (version-)DOI-minting through the Zenodo data repository.
