[OSGeo-Standards] Does OSGeo really "understand" OGC?

But then don't include those specifications in your project source tree and/or release tarballs, as those terms are not OSD/DFSG compliant.

Limiting modification of standards makes sense, but that's incompatible with open source where the the right to make unrestricted modifications is essential.
