[OSGeo-Standards] Participation to the ISO TC211 for Jose Garcia

Hi all,

It was brought to my attention that Jose is working on the upcoming 
ISO-1915-5 specification, but does not have access to the working group 
officially.

Since we do not have an unlimited number of members to TC211 but only 
liaisons, I am wondering how could we help in this case.

As a first step, I would like to nominate Jose to be a member of the 
standards committee.
