[OSGeo-Standards] Participation to the ISO TC211 for Jose Garcia

Hi all: thanks for the info.  As per the Standards Committee Terms of
Reference, I would suggest:

- for Jose to introduce himself, as well as his related work
- we continue the voting process
- once we have a motion, Jose can add himself to [1] and we can reach out
to TC211 accordingly
