[OSGeo-Standards] Self-nomination for the Standards Committee

Thanks Tom! Apologies for the delay, I've added myself to the wiki page.
Let me check internally at DevSeed to see what our plans are for OGC
membership next year (and beyond), and I'll get back to you w.r.t. the OGC
participation question.
