Dear Hanan, 

The codes for the QGIS plugin and database model are available in GitHub at: https://github.com/gltn/stdm-client-0.9.5 and https://github.com/gltn/stdm-database respectively. It is important to note that we are working on a new update which is very drastic with regard to standardization (to PEP8), functionality and code organization. We will start pushing the new updates to GitHub next week, I will notify you once we do so.

Kindly let me know if you have any additional questions or clarifications.

Until the release of STDM as open source, is it possible to have at least either an old version, or a description of the toolset?
Database model? Description of functionality? etc.
I need to define as soon as possible if we can build on it or if we move ahead with other technologies.

this is really interesting. I think the code is already fine to be
reused. It appears that the open issues we still have are more on the
organizational level, things like who owns the copyright of the code,
do we have correct contributor license agreements in place, how do we
form the Project Steering Committee and so on.

Aside from this - whatever you do, basing it on QGIS will be the right
way to go forward because STDM is fully based on QGIS and PostGIS.
Depending on what products you plan to implement you can start using
the QGIS Plug-In architecture right away.

We are currently updating STDM to work with PostGIS 2 and QGIS 2, as
you might know the first prototypes were based on prior version. The
developers on this list will be able to give a better estimate when
they will have the code in a shippable state.
