OSGeo Local Chapter Formation

At our last meeting, we discussed reforming as a local chapter of OSGeo.

I have stubbed in information on the osgeo wiki for this change:

Please feel free to edit the wiki or to discuss anything on the wiki using
the mailing list.

Things to discuss:
Scope -- do we want to represent just the Twin Cities or a larger area as
well?
Name -- do we need a catchy acronym? TCMUG rolls off the tongue much better
than "Twin Cities, MN chapter of OSGeo"
Any comments?
