[Tilecache] patch for Layer.getClosestCell

While trying to seed my cache, I ran into problems where the cache  
would seed areas outside the bbox that I had requested.  I think this  
is a problem with some floating point arithmetic in python and I've  
filed a ticket plus patch at:
