[Tilecache] Random error on tilecache 1.8.1

Without looking, I'd say:
 * You're using mod_python
 * You didn't restart mod_python after you changed your TileCache config

Restart apache, and all should be fine.

This error message is telling you "You don't have that layer." (In TC
1.9, it actually *tells* you "you don't have that layer", with a list.
Error message/reporting was horrible until 1.9.)
