[Tilecache] Issues with precaching in TileCache

I was trying to figure out how to use Client.py to do pre-caching.
When I execute the command:

python Client.py "http://some-wms-server/" "basic" 0 19

It seems to go thru and send a ton of request to the server, however
when I look at the tmp folder, I do not see imagery being added to the
cache.

I am running this under Windows, so I was wondering if maybe this is
an issue under this platform or if there is something that I'm doing
wrong.
