[Tilecache] tweak to prefix memcached keys

Attached is a trivial patch to allow memcached users to prefix
memcached keys (which might be useful if you're using memcached with
multiple apps and want to avoid collisions, on the sanity of which,
YMMV).  It looks for a prefix value in the config var "prefix" in
tilecache.cfg, and should behave like there's no prefix if it doesn't
find one.
