tilecache is my virtual directory in IIS

Using 1.9rc2, this error message would be:
An error occurred: The requested layer (basic3) does not exist.
Available layers are:
* base
What URL are you using to attempt to request data?
(Also, I highly recommend upgrading to 1.9rc2: it's about to become 1.9
stable, and the error messages are *way* better.)
