I will try that. Is there an example that shows how to use a separate layer
for the overview map?

The overview map defaults to maxResolution: 'auto'. (Otherwise, it
wouldn't be able to fill the map div by default.) I recommend using a
non-TileCache layer -- perhaps WMS.Untiled, perhaps Layer.Image -- as
the layer for your overview map.
