[Tilecache] Installation Problem on Windows

I have installed TileCache on my windows machine per the directions in the
README file.  When I try the example link I get an internal server error. 
The apache error log shows:
[Thu Nov 08 12:30:38 2007] [error] [client 127.0.0.1] Premature end of
script headers: tilecache.cgi
[Thu Nov 08 12:30:38 2007] [error] [client 127.0.0.1] Unknown option: -T\r
[Thu Nov 08 12:30:38 2007] [error] [client 127.0.0.1] usage:
C:/Python21/python.exe [option] ... [-c cmd | file | -] [arg] ...\r

I have tried Python 2.5 but get the same results.

Can anyone help?
