There is a patch I wrote, but it depends on an unfinished branch of
TileCache that was meant to be TC 2.0, and never got there.
The code is in:
http://svn.tilecache.org/branches/tilecache/refactor/TileCache/Layers/ArcXML.py
Taking that code and dropping it into your Layers.py code might do the
trick: it's been a while. I don't remember exactly.
