[Tilecache] Multiple LAYERS support in WMS

I tried the patch when it was submited but it didn't work for me. The
resulting image was garbled somehow. From Christopher's commit commet I
think it's really transparency issue with palette (8-bit) images.

Sorry to be reporting bug without a patch :-).
