[Tilecache] Open patches

Hi Bruce,

It shouldn't be too hard to merge the two, I didn't touch the bucket- 
generation bit. I'm wondering what the benefits are of having  
multiple buckets? Having one bucket allows you to copy an entire  
cache from previously generated tilecaches, that's why I didn't  
implement the multi-bucket option
