[Tilecache] tilecache.cfg inconsistencies

Hi,

tilecache.cfg line 40 says that the layer must be 'MapServerLayer' or
'WMSLayer' but the layer example provided in the same file use a 'WMS' layer.

I've found that TileCache/Service.py removes the 'Layer' string of the type but
I think it's confusing to use two different names.

I've attached a patch to change the layer type from 'WMS' to 'WMSLayer'.
