[Tilecache] tilecache directories

When are run seed.py I get a directory structure like:

LayerName/01/000/000/001/000/000:
000.png  001.png

and

LayerName/02/000/000/003/000/000:
000.png  001.png  002.png  003.png

Is this correct, or should the 000 directories be values representing resolution?
