[Tilecache] resolution

I am trying to execute the following URL:

I get the following output:

It does not seem to be using the resolutions I set in the URL. Is the away I can override the standard resolutions and use the ones in my URL? My tilecache.cfg has the same bbox and resolutions as my URL.
