[Tilecache] tilecache for mashup of custom and api map?

Sorry if I am totally lost but I figured it was worth a post.
I am trying to use my own map via mapserver as one layer and then use one of the popular mapping services when my map is not available such as (google, yahoo, virtual earth). Rather than having the user interface mashup the two interfaces I would like to use tilecache because the application needs to run at a site that has intermittent internet connections. My hope was to leverage tilecache with one of the big three api's to in essence cache for offline browsing. Is tilecache the right application to handle connecting to one of these other mapping layers? If tilecache will do the trick can someone suggest how to change tilecache.cfg to use google, yahoo, or virtual earth or use tilecache_seed to populate the data.
