[Tilecache] Patch for PNG256 support

I needed PNG256 support in tilecache for mapnik so I added it. See
attached patch. all you need to do is set extension=png256. This does
mean the URLs will look like /zoom/x/y.png256. It doesn't bother me
bit it might bother others.

Requires that your version of mapnik supports this (which should be
any reasonably recent version).
