[Tilecache] Switch from metaTile=false to true

Alex,
At the end, the metatile is cut in little pieceor tile (with the python PIL
library) so there is no difference (please correct me if I'am wrong...).
metatile=true is great to have a better labeling management and to reduce
the number of WMS calls when creating/seeding the tiles.
