[Tilecache] patch for directory support in S3

Hi all,

I've created a patch for Tilecache r365. It is designed to allow  
people to change the way tilecache stores its tiles on Amazons S3  
storage. If you add an extra argument in tilecache.cfg to [cache]  
'use_tms_paths=true' it will store the tiles in a
bucket/1.0.0/layername/z/x/y.extension format.

This way you get more manageable S3 caches, but it is still backwards  
compatible for those who already created large caches in S3.

Please check the patch to see if it is any good and feel free to ask  
any questions.
